Valparaiso

Valparaiso, once one of the richest ports in South America during the Gold Rush until the Panama Canal, still retains its rustic charm. It's a big city (a third of a million live there) and filled with cerros (hills) with names such as Alegre, Concepcion and Bellavista, houses painted in bright and different colors and rickety funiculares. 

Being a Unesco site, Valparaiso is trapped inbetween time. It is a mix between the preservation of the old city and modern, graffiti art with adornes almost every building. And, it is charming.
